Dept of Agriculture is one of the loosely monitored
bureaucracies also used for clandestine central
government activities allowing money to be funneled into
"black projects" when government does not want a money trail...
getting audited may be a real party pooper.

....then I saw the article on EU accounting. The whole basis of the CAP
is about as moronic as invading Iraq ($600b) instead of simply putting a
price on Saddam's head ($0.025b) and the effect on developing countries
is a lot worse. It's bad enough that they destroy whole economies and
induce poverty through the CAP system but they can't even COUNT it
properly. The link is tenous, I admit. Call it "incalculable damage"
