Discussion: I have snipped out the particular NORC survey methods, because none was a simulation of a legal recount in Florida according to the Two Thousand statute. Florida statute required that all ballots in the same county be counted by the same method. Neither the FSC (Florida Supreme Court or Judge Terry Lewis ever proposed a legal recount, that is a recount of all six million ballots. The FSC should not be allowed to plead lack of time to conduct a legal recount. The reason that the contest period was too short to conduct a legal recount is that the FSC shortened the recount period by what nine days. The FSC may not both shorten the time allowed for the contest phase and then plead extigent circumstances due to lack of time. Had the FSC not extended the certification phase, plenty of time for the contest phase would have existed. Florida statue requires all all ballots in the same county by recounted by the same method. This is either all by machine or all by hand. There is no provision of Florida statute that allows for vote counts to be stipulated. Ballots have to be counted. The FSC, and Judge Lewis, did not propose to count ballots. David |
