You might want to check into the general history of Newsgroups and
Usenet's. There are very few actually moderated newsgroups as I have
stated before. They eventually all become unmoderated after a short
period of time unless the moderators are actually paid :-) as it is
very time consuming. If they do not they have little traffic and are
eventually killed by servers not carrying them.

Yes they are as anyone can pull it and look at it.

Unlike forums a lot of them you have to actually be logged into their
site to view.
