According to the special they had on VH1, an entire episode, from storyboard to finished product takes 5 working days. If they wanted to, they could have banged out an entirely new episode in that time. However, I think you're right. The whole time they were probably using Saddam as the final character and just used the new picture for his head instead of the old one.
