How do I use a custom avatar? there is no option that allows me to either put a link to a picture or to upload one. Any help is appreciated

1.click on user cp at the top
2.on the left hand side is a link called "Edit Avatar"
3.Once you click that then you have the access for upload or site link.

I tried that already, and there is no option to allow me to upload my own.

here is what it looks like on my screen, unless i'm blind there is no option
